I think it's even more straightforward that that. He runs for President and wins like normally. 22A prevents the EC from "electing" him president but doesn't prevent his electors for voting for someone else. That throws the election to the House. The House "choose[s]" him as President under 12A.

Just like with 14AS3, or the age and citizenship rules, the final backstop for enforcing presidential eligibility is not state ballot access laws, or the electoral college, or the Supreme Court. It's Congress on January 6. Either they reject the votes for an ineligible candidate as invalid or not.
