Donald Trump wants to see if the people who are supposed to set boundaries for him will actually limit him as the law requires, or if they will submit to his will and do whatever he directs.
If they obey, then he will do worse.
The reality is that Republicans will now only use laws and rules that benefit them. The rest will be aggressively done away with.
He wants to end funding to any school with mandatory vaccines. He wants to fund private schools.
However, ALL schools have vaccine requirements.
