A Deferred Prosecution has stipulations that the defendant must uphold. A half dismissal (without prejudice) means that the case can be re-filed at any time within the Statute of Limitations. The Judge needs to demand the stipulations in writing or demand a full dismissal (with prejudice).

Emil Bove made 2 arguments to justify dismissing case against Eric Adams. One, Judge Ho ALREADY debunked last month. The other--that Eric Adams needs security clearance, rings pretty fucking stupid given that,

1) Trump can give him one
2) Trump just stripped Tish James and Alvin Bragg of clearance

A pardon removes the threat of refiling, so Adams can't be blackmailed into supporting ICE.
Admittedly, I'd prefer a conviction. If Hochul removes Adams, he can't collaborate with the inquisition. Then the Nazis wouldn't care about his fate and prefer a conviction (because he's a black democrat).

Basically, the missing agreement for dismissal is telling. Eventually, two lawyers did sign off although only Bove’s signature is on it. Her point is that there is likely more than under the surface of that dismissal.
