Deleting that language makes the Government-Wide Email System (GWES) noncompliant with the Privacy Act: employee information must be kept confidential within each agency; an exception is if the employee voluntarily discloses information pertaining to him/her. Compulsory disclosure is unlawful.

What I don’t get is the newly revised PIA makes it seem *not* voluntary (because “failure” to reply has “consequences”). So is the revised version to an attempt to have the PIA square with Elon’s desire to make responses required? Or an attempt to make prior statements to the court not false?
