My experience is that it is exceptionally difficult to get a sense of what is really going on in bills like this by reading them line by line. The bigger issue, as outlined by the Dems, and what I think is really going on in those lines is that it is removing Congressional mandates and thereby giving the administration for power over budgeting priorities.

yeah, but that's kind of par for the course no? congress is always shifting budgets around and someone always gets screwed - not saying it's enjoyable for those people, just not a product of the moment
