The role of the judiciary is to apply the law as enacted by Parliament. It is the role of Parliament to take into account the will of the people when enacting the laws.

The choice of “Do” rather than “Does” is deliberate. It is impersonal and present tense. The judiciary is an entity or, at the very least, a herd acting this day in an arrogant manner that is typical. “Does” as past tense suggests the judiciary have come to a collective decision after deliberation.
So, he’s complaining about the incompetence of the previous conservative government that mishandled the bill that the Labour Government is now tasked with fixing, all while blaming the justice system. What an idiot!
"Judiciary" is singular, so it ought to be "does". You'd think a supposed journalist, or at least some editorial bod somewhere would have a grasp on the basics.

The judiciary is not there to bow to the will of the people; the judiciary is there to ensure that the will of the people does not violate the law or the constitution: seriously, did none of these pluperfect dipsticks study their own government? These are the checks & balances that make a democracy.
