It's a bad assumption that anyone left of the Tories would automatically become a Democrat --- much more likely you'd get a Canadian separatist party that happens to align with Democrats on precisely one issue, viz. reversing the annexation.
The insurrection would be endless, and the USA itself would likely be in a civil war. A Declaration of War or even and authorization of military force would never pass Congress, making any invasion illegal. The armed forces would split over the illegal orders.

Canada’s population is about the same as California. Factoring in the spike in citizens to reps ratio and Canada would get at least 30 reps, probably more.
And since the house is capped at 435 the whole apportionment would have to be redone. Some states are going to lose seats to give to Canada and therefore electoral votes! They have def not thought this through.
I wonder if Canada wants to eliminate their National Healthcare System and take on a part of the USA's national debt. Those two points sound like losing propositions for Canadian citizens.

First, by the time any of that outcome to pass, nobody in the United States would be voting anymore anyway, except for Russian style elections.
Second, it’s doubtful a forcibly annexed sovereign country would get votes after killing 10s of thousands of Americans.
