As for climate change, this is something beyond what Capitalism
- Decouple the application of policies from human actors, however inadequate the AI may be.
- Grab resources (minerary, personal data, ...)
- Offer privatized services (health, school, infrastructure, security) to whoever may afford to pay for them.

Do cities need to own their buses? No.

Meanwhile in my town private companies charge Β£2 for 1 stop (fleecing the old and disabled) and this is subsidised with public money.
The private sector can run their own buses, people will ride the ones that make most sense to them.
(this, of course, is the opposite of deregulationβthe services and contracts are heavily regulated; the local government authority is effectively a monopsony).
