Completely impossible in fact because - as you've already alluded to - even if you HAVE the money, the league won't let you spend it. Ask any NUFC fan.

Jack Walker's Blackburn or Abramovic's Chelsea - or indeed Mansour's city - simply couldn't happen now. Rules don't allow it.
