Honestly, my initial reaction would be skepticism. Suspecting either that there are issues with data, or too short a time series to understand the natural variability.
Also, doesn't help that GRACE was replaced with GRACE-FO in 2018, creating continuity concerns.
However, such differences can create consistency issues if you analyze long time series of derived data where the effective level of spatial precision / smoothing changes over time.
