Acc to the Nature Conservancy, NYC alone has 730 buildings with green roofs, but that represents just 60 acres of the 40,000 acres of rooftop space available in the city. Green roofs also help with urban heat island effect.
I'd rather see governments concentrate on the things that the private/non-profit sector can't do well. Starting with mass transit and certain aspects of health care (like EMS)
