Well that's a less mad take than connecting this to Jimmy Savile but it's still an incredibly uncharitable reading and one which I'd argue doesn't apply to the large number of schools using versions of this graphic without silent corridors or much concern for where children keep their pens.

As I understand it, the point being made is that this sort of approach-justifying obedience to adults above all else, is what leads to this sort of abuse.
Bit maybe it’s the soc media thing that makes it hard to get this across.

Total compliance and obedience from children is not new. I heard the same stuff from the Catholic Church 60 years ago, and look what was happening.

Also it’s not encouraging yp to learn right from wrong themselves, just to be directed by the teachers. So they don’t learn that racism is wrong just that they shouldn’t do it in school.
