"Lined up" definitely isn't quite the same thing as "confirmed" or "announced"; but let's see if we get an emergency press release from the ECB in the next 20 minutes...!!! (It does track with what we've heard.)

She’s on maternity leave, so there will be legal concerns re contacting her about anything to do with work. I’ve thought for a while that this must be why there’s been no announcement.
Not for me to say. I don't have visibility of the dressing room and the dynamics. What we have evidence of is that NS-B has experience of captaincy, and the results/outcomes leave me with serious doubts as to her suitability.
She's the best batter, one of the best fielders, an indispensable bowler; she's the most in-demand player, she has one of the largest workloads outside the national team, and she's a new parent. Why not make her captain too? If you put all your eggs in one basket you don't need as many baskets.
... I don't think it's particularly coherent to say "this is the wrong appointment" and then not say who you think would be the right one! But fair enough.
It doesn't seem an obvious solution to the issue of England's culture and leadership problems. After all, Sciver-Brunt was the second-most powerful player in that dressing room as vice captain and didn't have an obvious positive effect.
I think Beaumont would have been my choice. A senior player but seemingly outside the previous leadership clique. A strong work ethic, serious about the game and not prone to interview gaffes as far as I'm aware.
