Also, new apartments are not luxurious. I live in a 2021 building in Denver. They're generally contractor-grade everything: appliances, floors, finishes, etc.
NYC is 3% of the US by population and .01% of the US by land area. Not important statistically.
Housing for the rich didn't make NYC expensive. Lack of housing for the middle class made housing in NYC expensive.

Large investors don't have downside risk if homes are unoccupied, and that's a big problem.
Commercial investors (PE, PW, VC etc.) have portfolios of thousands of LLCs (entities) for this very purpose.
There's a lack of starter housing being built in places people want it.
Also, much of the "between tenant" stock is being held empty on purpose, because tenants won't pay what leeches (sorry, landlords) demand.
Most vacancies are normal. The SF government-run permanently supportive housing program has 8.3% vacancy.

There are apartments and houses available here but the poor are priced out. It's horrible that people work and try to give their family a good life but can't afford a place to live. It took me a long time to realize nobody is trying to solve the problem.
