I mean, what can you say about a party determined to be wrong and to make strategy based on its own delusions. There is no evidence whatsoever that Reform voters are largely ex-Labour (definitely not in a committed sense), and one thing that unites them is their hatred of Labour!

On Tuesday, Starmer's political director briefed Labour MPs on how government plans to fight Reform. She said:
- Reform voters are "our people" but "pissed off" with the state of the country
- At Runcorn, Farage mobilised habitual non-voters, while Labour voters stayed at home

The first is that there were 52% for Brexit. Many of the votes located in Labour industrial heartlands like Sunderland.
Second, the politicians in both Tory and Labour Parties were split on the issue.
Labour believes it has a better chance than the Tories (because it was Thatcher that closed mines and factories) but struggles with Reform, which appeals to racist white voters in the same places.
I would think mainly because it is not possible to unite the Labour Party or Tory Party politicians under a Rejoin banner.
