Honestly, I don't know, but if the states are sending money to the federal government in any capacity, I have to assume that they have the ability (if not the constitutional authority, which means less and less by the day) to divert those funds, or at least hold onto them.
I’m pretty sure that the money the states send to the federal government is our individual taxes. The state governments don’t send money so they can’t withhold money.

I'm concerned about sending in federal payroll taxes for myself and our staff? What are we paying for? What is the money supporting? A billionaire's whims? I don't want to give a federal government that is not respecting constitutional order and operating illegally my hard earned money.
