Typically this sort of thing starts with a conversation at a meeting or an email. It helps if there is already a collaboration or funded project linking you.
But yeah, a package offer that makes uprooting an entire group of peeps helps.
However, this is complicated by funding agencies and orgs requiring that the work from them be open sourced as a requirement of funding.
If it’s open sourced, the IP argument is complicated.
