what holds these international agreements together if there is no mechanism for liability if one breaks the agreement? Is it all just good faith!?
The problem is that, up to now, the world has lacked truly supranational institutions with the power to effectively condemn and enforce consequences for breaking agreements. The same applies to the Paris Agreement. Attempts to address this include institutions like the UN.
