just to be clear for people who don't drive regularly in places with frequent heavy fog, the REASON bright headlights are worse for fog is that the water droplets reflect the light back at you, making your visibility worse. turn the brights off!!

Not in the UK or EU. Most front foglights don't work unless dipped beams are on.

heavy fog bounces the headlights back at you which makes it harder to see. fog lights are dimmer/yellower/aimed lower/mounted lower which reduces the problem. combining fogs and headlights is too much light. as for rear fogs, they are intended for use while parked on the side of a road at night.

Not in UK. In UK you must use dipped beam in poor visibility and may ALSO use front/rear foglights as long as switched off when visibility improves.
Rear fogs are to improve visibility when driving and as are only able to be on with headlights, aren't used for parking. UK lights have to aim down so

Agree with this, but then the only time I've driven at night in this new car of mine the freakin high beams came on automatically in a suburban street, despite the fact there were street lights! I do need to read the manual to find out why it did that.

Brights are needed where I live, up in the hills of Vermont. Most roads are dark, backroads which the state is made up of, no lighting. People are courteous, most of them, in clicking them off with an oncoming car. When the snow is coming in droves, no brights, the fog rule applies the same.
