They bombed a cafe killing four civilians because they thought Saddam was there. This was at a time when he had no real power, and defeat was inevitable. He wasn’t at the cafe. No-one cared.
Are you forgetting when the US dropped a nuke on a hospital in a civilian city for no other reason than to show the world the power of it's wretched new toy? The precedent was set long before Iraq.

Within hours of the murder of 51 civilians the Houthi’s fired rockets at ships in the area.
The Bombing of this building was of limited military value.
And, their actual reason per the text was “to send a message”.
