Time at dock in Canada? Well, if you want be able to deploy it again quickly it without specialized equipment only located at Frech naval bases....

Well St Pierre and Miquelon are next door and French territory so need to protect! Wouldn’t put it past them to actually stay around! Lots of allied deals being done! France also recently trained in the arctic. Bet we will have lots of “raining excercises” with NATO going on here!

Well, that sub fits the Great Lakes Waterway size limits so it could get there, but it's 2,250 miles from the Atlantic Ocean to Chicago so I think that might be a bit out of their way. Also, this is pretty obviously a show of force FOR Canada, AGAINST the US.
