I feel bad for people at under-resourced institutions and untenured faculty & staff who were relying on the on IE3 grant to improve student learning & success. At some PUIs the IE3 grant is part of the tenure packet. What happens to their careers? The ripples are significant.
Especially given how they did IE3. HHMI (really David Asai and his team) were really trying something different and expanding beyond the typical "elite" institutions. It wasn't smooth but that was partially the point - to learn the barriers to improving student learning & success.
