It's always possible that the seller makes enough profit that they can eat the tariff w/o passing cost onto you.
But I highly doubt that any seller is going to make I EAT THE TARIFFS a part of their product and business description.

yeah, it is pretty common. you can get a jacket fully lined, quarter lined or unlined. for really heavy fabrics like harris tweed, removing the lining helps it breathe

On a woven fabric like the one he has chosen, the elbows are soon going to bag out if it s unlined. Same with the pockets, especially the unlined pockets.
I have never seen a man's sport coat unlined.
This older woman finds it an odd choice.
unlined jackets are actually quite common in the bespoke world! it's a mark of quality. bagging and other issues an off-the-rack piece might suffer are avoided by adjustments to the cut. a good tailor has a keen eye for how the wearer moves and uses his clothes.
Agree with you both about the lack of a lining. A lining only affects the breathability of the garment if the lining itself isn't breathable. Silk would be fine, synthetics not so much. I very much hope at least the sleeves and pockets are lined.
i'm sorry but y'all are speaking as if i'm ignorant when i'm very much knowledgable about the construction of the garments i purchase and wear? again, unlined men's jackets are fairly common. typically, the sleeves are lined but the rest of the garment is not. here is an example.
