Groundbreaking for California HSR was in 2015 and construction has made good progress. Compared to highway construction timelines, there's no noticeable difference. That's even including delays and cost overruns.
There's also the normal nonsense with government contractors, but that's not a unique issue here or for rail development in general.

That dynamic will always be a balancing act but it heavily favors municipalities right now.
