How many AOCs are never elected because 80-year-olds refuse to step down?
How many young lawmakers don’t acquire leadership roles — and miss out on years of experience — because seniority is prized above anything else?

Speaking for my home state FL, there are a # of junior Dem Commissioners and Reps that give FL better rep of its gens Z-X voters who most often lean more lib than conserv. With that, many could question leaving local when their electability is more secure than it would be on the fed level.
