yes, it appear to me that in the history of "the art of jurisprudence" in the united states (parallel with the history of US slavery) *total* (*not* "limited") impunity is pretty damned close to 100%. Murder appears to be a special benefit for a certain type of folks who go into "law enforcement."
So if I read that correctly, the cop could have got out of it if he has simply emphasized that subjectively, Jefferson “posed an immediate and significant threat to him.”
