So roughly in the same area would be close to the remaining foundation, so surveying to ensure the building is within the lot isn’t necessary.

This seems like a sensible approach to permitting in this situation
If they want to rebuild in a different place they can apply for a permit, they just won’t get an automatic waiver.

If the eligibility is for the automatic waiver that makes sense, but I agree if it’s eligibility for getting a permit period.
It’s not making it harder for those who want change.
