I would imagine the Daily Express knows this, but simply misrepresents the situation as it does not fit their bias. Or maybe I am giving their ‘journalists’ too much credit for their research capabilities.
Sadly they’ll never allow fact to get in the way of their endless right wing propaganda. Headlines like this just continue to break down people’s trust and perception of the Labour gov.

They don't want to get in trouble for not providing the facts. But nothing says they have to make them as visible.
It depends on the reader and any existing bias they have.
Some seek to confirm pre-existing beliefs, driven by confirmation bias.
Others, influenced by the Horn and Halo Effect, cling to entrenched views, dismissing the known biases of media outlets entirely.
Awareness is the first step.
You see cognitive dissonance makes confronting uncomfortable things hard.
But yes, media outlets also play a role, using framing and salience bias to shape narratives.
