No, the open general licence was for supply to other countries, supplying direct to Israel was suspended at the same time.

It is expropriation whichever way you look at it. Under international law, it's sovereign funds and typically has protection. It's a political choice that we have chosen to give to Ukraine for weapons

Yes I expect that the UK is fronting the funds, but repaying themselves from orc revenues. I expect more clarity will come in the days to follow. But it is good news for Ukraine.
That's the sting in the tail for Russia, they can't legally touch the frozen funds, but the interest from them is fair game, in the same way the 'pallets of cash' to Iran was just the original frozen funds, not the interest that was accrued.
This is becoming Starmer and his government’s defining moment, this is where he does come into his own and long may it last. Britain just might re-establish its place in the world.

It being a loan is good.. propping up Ukraine is essential in the run up to peace talks, their position needs to be seen as strong as possible.. Ukraine needs to be seen has having at least an option to fight on if they are to get out of this in one piece.
