this is about America but it has also been notable that a) the Chinese government have been trying really hard to raise the birth rate for the last few years, b) this has been accompanied by increasingly heavy handed patriarchy and anti-feminism, c) the project has completely failed.

Always a winning strategy.
Having a kid but not not being able to provide for them is deeply selfish.
If parents to be don’t think they can provide.. they won’t have kids.
But, I have no idea what housing costs are like in the Nordics.
As long as people aren’t living in an agrarian society where they can’t leave the farm anyhow, no country is going to see very high birth numbers.
Ile-de-France is at replacement, but that's driven by immigrant mothers and the local elite attitude isn't "great, Franciliens are reproducing" but "too many black and Muslim babies."
Sure is a wonder why birth rates are falling though, huh?

1) Treat women like second rate people. Judge single mothers harshly. Let men get away with the least amount of sharing housework and childcare chores in the developed world. Make everyone work lots of unpaid overtime.

Is there any example from history of a pro-natalist national policy which succeeded to increase the birth rate?
I can only think of failed policies.
And whatever 'success' these authoritarian measures may have attained came at the cost of incredible suffering anyways
