With all the free AI tools out in the World Wide Web, you could probably find one trained in his voice.
Then it’s just a matter of copying and pasting the text from subtitle files and overdubbing it yourself with some free movie editing software (eg. Pitivi, Openshot, etc)

He's definitely an unsung hero of that franchise in that his role in the movie is inevitably overshadowed by Robin Williams, but unlike him he actually stayed committed to voicing his character for the entire animated series.
