This is what I thought, but one of the lawyers I said something like he can choose not to enforce, but Apple, Android etc may remove the app anyways, just in case. Because he's mercurial, he may change his mind or his advisors may force him to (or Congress.) Point being, who knows?

The president's conditional ability to grant a 90 day extension is written into the law. There was no point in Biden doing it, the SC would just say he did it wrong which was a risk TT couldn't (and didn't) take.

This is more about congress forcing TikTok to divest itself. Trump wants a 50% stake in the company, but IIRC ByteDance will be bound by Congress' law to sell the whole company -- likely to one of the oligarchs kissing Trump's ring. Bezos, Musk, perhaos Trump himself, turn it into state media.
