I've sat waiting at this unresponsive Windows 11 laptop for actually several minutes every day, waiting for it to get through whatever is wrong with it in its normal daily use. I don't care if I have 328 tabs open. It has 10 cores and 16GB of RAM and an SSD. It should be able to handle 10,000 tabs.

Feels like enshittification is hitting OS's too at this point.
The problem are those 328 tabs that you have open. 16GB of RAM is NOT enough.
Chrome and Chrome-based browsers are generally good at managing RAM, but not THAT good. Consider using bookmarks instead of hoarding tabs. :p
An i9 and 32GB RAM is more than enough for any workload.
Use Excalidraw now, but wish I had a local app version
Pinta is another good alternative that's just as simple.
You may have to power it off, but restart should work. Try restart 1st.
Your browser should as whether you want to reopen all tabs.
Try 1st on a different desktop with a few windows open to test before trying it on the one with 300 tabs open

FF performance never suffered, xubuntu never complained!
If browser performance is not sufficient - tweak configuration and/or change browser.

This page is using 188MBytes as I type. And it's a pretty LIGHTWEIGHT page by modern standards (no video, programmatic action, etc.).
A 16GB machine can barely open 80 such tabs if it dedicated every byte to doing so, before it then starts swapping.
I bought a 1000 dollar surface pro and after just a year of owning it became a chore to even get it to open programs quickly, and the Bluetooth appears to have permanently ceased functioning
If you want a detailed history of your memory and processor usage, there is a built-in tool called perfmon (performance monitor) for that.
At this point I'm halfway convinced that Facebook mines bitcoin for Zuck in the background.
