the constitution tells the government what it can and can't do, not what citizens get for being citizens. which means that unless specified otherwise, everyone in the jurisdiction benefits from the actions the state is disallowed.

It *should* apply to non-citizens. Same with the Constitution. But under Trump I don't see that happening.
