Any physical media (DVDs, blu-ray, etc.) that's easy. Any first run, theatrical release? There would have to be an exhibition surcharge.

Location shooting?
Investment sourcing?
Nationality of crew/talent?
And like everything, films can be an international production. An American animated film can be animated in Asia. So we put a tariff on just Roger Rabbit but not Bob Hoskins.

Rights to media are usually licensed to streaming companies and likely something upstream on the distribution chain for movie theaters. I would assume it would hit at these spots.
Since the production company is in the US, they'll probably will watch the film, and if they see some foreign property, send a property tax bill to the country in question
He gets payoffs to remove the tariffs. It's transactional, like everything else he does. He doesn't care about the tariffs as much as he cares about the bribes.

Is the tariff applied because of the licensing agreement, or if there’s a foreign actor, director, producer, or a casting crew member part of it.
And someone has to do the job to specify the details.
Tariffs apply to goods coming through customs.
Any tax on movie tickets or streaming services, PPV etc would need yo be passed by Congress.

if an unfinished film was being brought over for finishing, the value of that material is easy to calculate based on the budget.
