Honestly, the serial killer at least has to come face to face with their victim generally. This is just previewing the oblivion to be inflicted on someone by someone else who is hundreds of kilometres away, safe and sound and free of the fear of reprisal.
What is even the utility of this? Calling first takes away the excuse that they're bombing bc Hamas "could be anywhere."

It's wild bc this sounds so much like what the Weather Underground did with their soft targets (calling and alerting before bombing), and they're generally understood as....well, not an army.
