Recourse is through the courts which is what is being done. What more can "someone" do? Suing doesn't mean you can enforce a judgment. Have you ever sued someone, received a judgement & yet, received nothing? I have. It's expensive & time consuming. Judgments need enforcement. Trump doesn't care.
