I think Vance knew what he was doing but it wasn’t to provoke, or execute some kind of planned diplomatic/negotiation tactic. Until they can prove otherwise, the Trump’s admin motivation appears limited to earning & staying in Trump’s good graces. Vance was just happy to have a seat at the table
