I don’t think that is common* - rather, we must give Canadians/PRs priority and as a result it’s quite difficult to hire foreign academics

I've seen it basically in all the UVic requirements sections for cabled observatory science jobs. :/ Had an interview and that was the first question (could I work there legally...I'm a US citizen so I could but I'd need a visa). Never heard anything after the interview.

Strange! ONC might be different. Here’s a current one from uvic: All qualified candidates are encouraged to apply; if you are neither a Canadian citizen or permanent resident, please indicate if you are authorized to work in Canada, and be prepared to provide a copy of your permit authorizing same.

Yeah the "legally entitled" clause most recently showed up in an ad last fall for a science steward. Bums me out bc they're expanding into a region I'm one of the few non-retired experts on and I'd love to work there.
I definitely get the Canadian priority thing, this just seems more exclusionary.

International PhD students have to be in the program before they can apply though and that poses a major hurdle for universities with obscenely high international student tuition (everywhere in Alberta for example)

As a French guy in my postdoctoral years following my wife in Calgary around 2010, I found it easier to get a permanent position back in France than to enter UofC. And it's not that easy to get a permanent position in France.

Lethbridge has some money to offset costs but the budget was cut by 20-25% this year. To ensure international students can survive and not pay tuition, I am shelling out $20k per student from grants for their first year alone.

I wish we had something similar. Flat operating grants combined with zero effort put into supporting research, falling student numbers and a small endowment fund make that impossible at UofL. Which is why many of us are questioning if there is any point in doing research here anymore.

Banting no longer exists, to my understanding. These new tricouncil PDFs are replacing that program....or at least are now open to foreigners, meaning that program is no longer necessary.

Good luck! For phds, they already have to be in the program. So it’s a bit of a risk because you wouldn’t have that scholarship support from day 1. Also, these scholarships are pretty competitive already, even when it was just Canadians.
