Usually govt has to have evidence that it is widespread & know exactly which areas/ states are affected to issue testing mandate on all the products in the *affected areas*.

There’s no actual milk in almond or oat milk, they are basically almond and oat juice if you want to be accurate. And I would be very surprised if this applied to plant based milks given that plants cant get infected with a flu.
