Noting that other people are corrupt does not undo the corruption here. Transparency is the only accountability we have for appointed government employees.

It’s not corruption, it’s massive incompetence, but the kind of IT incompetence that leaders in governments and corporations are all guilty of. To be clear, I’m saying this a very bad thing!
It is corruption because it undermines the retention of govt records, which is fundamentally about accountability. Dodging accountability to get away with secret stuff while working for the govt is corrupt. I run a public library, and we use archivable communications on purpose.
