At the risk of drawing invidious comparisons, I’m struck by similarities to an earlier gesture of obedience, the “Hitler Greeting” (Hitlergruß). As everyone knows, I suppose, this was the greeting that featured an outstretched arm accompanied by the words “Heil Hitler.” Perhaps you've seen it.

In Germany, the greeting was mandatory for all civil servants from July 13, 1933 on. For everyone else, it remained optional, but that did not make it any less coercive. As a “voluntary” choice, the greeting was far more effective as a public sign of obedience than it would have been otherwise.
