I wish it worked like that, but it doesn’t. Annexation / invasion is lawful in military terms as long as it was approved by your congress. To disobey would be grounds for arrest. That said - military leaders could exert moral authority and refuse to take their troops to battle.
They too would be risking arrest, but if enough do it the government could fall. That’s a mutiny and could be what is needed to stop this idiocy. It’s also one of the reasons they are trying to swap out military leaders.
An illegal order is one that contradicts military and civilian law. If US law or mission specific orders don’t l forbid it- it can be a lawful order even if against international law and immoral by personal standards. That would have to be dealt with by ICC. US doesn’t recognize ICC of course.
