There's no way to know exactly what his uniform indicates but it could be a milkman! For younglings, milk used to be delivered in glass bottles straight to people's doorsteps. That is a U.S Navy Chief uniform. The distinct gold fouled anchor pinned on his cover (hat) is a dead giveaway. The Navy Chief is a proud tradition of Maritime NCO's who have served with honor through the decades. This fellow Chief, like myself loves fluffers.

as a kid we had milk delivery. I can still see the foil cap and paper seal tabs. That ended when a drive thru Milk Barn opened about 3 blocks away, on the way to the grocery store.
Very well could be a Navy Chief Petty Officer. They wore (and still wear) a full Khaki uniform, with a hat shaped like that with a black bill. In the center of the cap is a fouled anchor.
This information makes me extremely happy. I always wanted to have a milkman deliver milk to my house as a kid. Then I wanted to deliver milk to other people. XD

I was a strange little child and I wanted to be a milkman. Even though by the time I was born that hadn't been an occupation for decades.
The floats have often been electric for the past 100 plus years (yes really!) because they are quiet and milk is delivered ready for breakfast!
