The terminations are directed toward folks in the probationary phase of their positions (which generally means that they have been in position for less than 2 years)

Federal FTE positions are tightly controlled and NIH often uses contractors to perform crucial functions.

The leadership of some institutes was hit (by happenstance of recent transition from outside positions to NIH).

POs and SROs are, of course, generally PhDs with specialized expertise so filling these gaps with others will not be easy.

It also appears (although I need more confirmation) that most or all of the tenure track investigators in their first 2 years in several, and perhaps all, institutes were terminated.
