It's weird because the Monoids are supposed to have been cunning enough to hide their intentions, scheme in secret, design tools and weapons, and carry out a successful rebellion. The Doctor called the Monoid lab assistant 700 years "far more knowledgeable than most people realise..."
Of humans, Douglas Adams had Ford Prefect theorise, "If they don't keep on exercising their lips, he thought, their brains start working."
Evidently the reverse is also true, at least for Monoids.
