It absolutely needs to be authorized thru Congress in order to guarantee workers rights. This is not a buyout, it is a threat to resign and get a salary for a couple months.
That's my point. Offering people the chance to keep their jobs temporarily isn't a buyout. Show us the receipts that people haven't done their jobs- federal jobs are not at will. This is not a buyout. Buyouts get approved by Congress, then it goes through OPM and is further negotiated by workers unions (if there is one for that specific agency). It takes months for a buyout deal to be crafted, and it usually is not a blanket offer, as there are usually excepted positions.

That’s why it’s important to never jump on the first offer. Collect your thoughts. Analyze things. Take your time. Make rational well thought out decisions and not emotional ones. Patience is your friend.

It's a buyout, John. This includes people in their peak working years who are nowhere near retirement age or even considering it. Also, government jobs offer government pensions at retirement. I don't believe 'pensions' are table for this 'offer'.
We may have different definitions of "buyout". There is no lump sum payment in the offer. The fact that they make the offer to continue to allow working from home makes that clear
In my time in government there were occasional buyout offers that came with a lump sum payment, about $20k. The buyouts could not target people but positions. So if a government facility had too many people in a specific job category they would offer the buyout to anyone in that position.
It’s not a buyout because *they still have to work* - unless the agency somehow, maybe, decides to let them go earlier. Or relocate them.
The only advantage offered is that they would be exempt from the return to office order.
And there are no financial incentives. They have to work for the same salary until September. Or until they figure out a different way to get rid of people. The headlines about what that resign email actually said are completely wrong.
It actually says you’ll be put on paid administrative leave. So you don’t work at all. But you have to tell them by Feb. 6 or you run the risk of being fired at any time. It’s asinine.
It says, “…my employment agency will likely make adjustments in response to my resignation including moving, eliminating, consolidating, reassigning my position and tasks, reducing my official duties, and/or placing me on paid administrative leave until my resignation date.”
A buyout is when a company pays you to leave. They cut you a check and you leave. No working from home. In my case I got 6 months pay plus accrued vacation pay deposited in my checking account and walked out the door. This sounds like a scam.

The money has already been appropriated by Congress, because it's nothing more than their salaries. They aren't buying anything out - basically employees would agree to keep working and get paid, but resign effective a few months from now.
