The best way to tell Americans, Australians and English people apart is ask them what they would call a guy named “Howard.” Americans will say Hoogie, Aussies will say Hordo and English people would call him Hozza.

I don’t believe Hoogie. I do know that Charles will get called Chuck in US and Chaz in UK. Charlie too, of course, but that’s a bit of a put- down in UK.
Never in my life heard anybody call someone named Howard get called Hoogie. Is that like an East Coast or Mid West thing or something? Definitely not a thing on the West Coast, anyway.
