They will compensate for all work performed and costs incurred up to and including the date of the notice.
I've seen at least a dozen of these over the years...they are all the same roughly.
The USG covers all expenses related to performance of the contract up to & including the date of the termination notice. The contractor simply has to accumulate all of the costs expended and present it to the USG...they pay fast.
This is not how contract law works but forcing thousands of small businesses to litigate is part of their strategy of replacing federal contractor jobs with lots more attorney and paralegal jobs.
