(Reminded of the old joke where a kid with a wish chooses tampons, because when you have 'em you get to swim and ride horses and ride bikes and do all the fun stuff from the ads.)
Saying on her show that he was "giving pads to girls as young as the 4th grade," was an attempt to signal, "he thinks it's okay for 4th graders to have sex," which is just another way of saying "he's a pedophile."
I don't think she's been in the camp that giving kids menstrual supplies is itself bad *if they're old enough*
